British Technology Firms and Child Safety Officials to Examine AI's Ability to Generate Abuse Images

Tech firms and child safety organizations will be granted authority to evaluate whether artificial intelligence systems can generate child abuse material under new UK laws.

Significant Rise in AI-Generated Illegal Material

The announcement coincided with revelations from a safety watchdog showing that cases of AI-generated child sexual abuse material have more than doubled in the last twelve months, rising from 199 in 2024 to 426 in 2025.

Updated Legal Framework

Under the amendments, the government will permit designated AI companies and child safety groups to inspect AI systems – the underlying technology for conversational AI and visual AI tools – and ensure they have adequate safeguards to prevent them from producing images of child exploitation.

"Ultimately about stopping abuse before it occurs," stated Kanishka Narayan, noting: "Specialists, under strict protocols, can now identify the risk in AI models early."

Tackling Regulatory Obstacles

The amendments have been implemented because it is illegal to produce and own CSAM, meaning that AI creators and others cannot generate such images as part of a evaluation process. Previously, authorities had to wait until AI-generated CSAM was uploaded online before addressing it.

This legislation is aimed at averting that problem by helping to halt the creation of those materials at their origin.

Legal Framework

The changes are being added by the government as revisions to the criminal justice legislation, which is also establishing a ban on owning, producing or distributing AI models designed to generate exploitative content.

Practical Consequences

This week, the minister toured the London headquarters of Childline and listened to a simulated conversation to advisors involving a report of AI-based exploitation. The interaction portrayed a teenager seeking help after facing extortion using a sexualised deepfake of themselves, created using AI.

"When I hear about young people facing extortion online, it is a cause of extreme frustration in me and justified anger amongst parents," he said.

Alarming Data

A leading internet monitoring foundation stated that instances of AI-generated exploitation material – such as webpages that may contain multiple files – had more than doubled so far this year.

Cases of category A material – the gravest form of exploitation – rose from 2,621 visual files to 3,086.

  • Female children were predominantly victimized, making up 94% of illegal AI depictions in 2025
  • Depictions of newborns to toddlers increased from five in 2024 to 92 in 2025

The legislative amendment could "represent a vital step to guarantee AI products are secure before they are launched," commented the head of the internet monitoring organization.

"Artificial intelligence systems have enabled so survivors can be targeted repeatedly with just a few clicks, providing offenders the capability to make possibly limitless amounts of sophisticated, lifelike exploitative content," she continued. "Content which further commodifies survivors' suffering, and makes young people, especially female children, more vulnerable on and off line."

The children's helpline also released details of support interactions where AI has been mentioned. AI-related risks mentioned in the conversations comprise:

  • Employing AI to rate weight, body and appearance
  • Chatbots discouraging children from talking to safe guardians about abuse
  • Being bullied online with AI-generated material
  • Online blackmail using AI-manipulated images

Between April and September this year, the helpline delivered 367 support interactions where AI, chatbots and related terms were mentioned, four times as many as in the same period last year.

Half of the mentions of AI in the 2025 sessions were related to mental health and wellbeing, including utilizing AI assistants for assistance and AI therapeutic applications.
